As black integrated microwave of NIA, DOE will assess the impact on consumers, including the cost savings over the lifecycle, as well as the simple payback period (PBP). DOE will employ the Government Regulatory Impact Model, with an adaptation for microwavable ovens, to calculate the industry net present value (NPV).
DOE will also assess the impact on manufacturers and will employ an altered industry cash flow model that is modified to fit this particular product to estimate manufacturing NPV. DOE will also consider the impacts of these plans on small-scale businesses as well as other subgroups of manufacturers to identify those that may be disproportionately affected.
Additionally, DOE will consider whether the tests for microwave ovens need to be updated to include active mode energy usage and a possible integrated active mode energy use measurement. At present, the tests only cover standby mode power consumption.
